The DEP or water and sewer bureau in your area will enforce this requirement as it is indicated in Part 5 Section 5-1.31 of the State Sanitary Code. The code explicitly states that all devices must be tested annually and any actions pertaining to the device should be in accordance with the local county, city, or town’s municipal plumbing code.

These testers are trained by courses and instructors approved by the Department of Health and must follow strict procedures and protocols to retain certification. What Happens During the Testing Process?
To start the testing, we will temporarily shut off your water supply. This means you may need to plan in advance so that your testing date does not interfere with any business operations.
After identifying the type of backflow prevention device being tested, we will then check the direction of water flow and proceed to assemble the tester kit. Once the kit is assembled, we will connect the test kit hoses and initiate the testing process.
The results of the test must then be reported to your local DEP or health department. Failure to do so may result in a violation.
