Meeting Backflow Testing Requirements

Backflow prevention is serious business and not only ensures proper drinking water for you and your customers, but also helps to support the state’s mission to improve public drinking water.

Your local DEP (Department of Environmental Protection) or water and sewer bureau can help you determine whether or not your business meets the requirements for a mandatory backflow prevention device.

Some business that are commonly mandated include dry-cleaning facilities, beauty salons, auto body shops, commercial kitchens and restaurants, pharmacies and medical offices, and laboratories.

If your facility has recently had a backflow prevention device installed, or you plan to install one soon, we will help you perform an initial test. After the initial testing, yearly maintenance is required as mandated by the New York State Cross-Connection Control Program. This program is governed by the state Department of Health and manages backflow prevention device testing and certification.

The DEP or water and sewer bureau in your area will enforce this requirement as it is indicated in Part 5 Section 5-1.31 of the State Sanitary Code. The code explicitly states that all devices must be tested annually and any actions pertaining to the device should be in accordance with the local county, city, or town’s municipal plumbing code.

Meeting this state requirement means that your facility’s device is tested each and every year by a certified backflow prevention tester. These testers are trained by courses and instructors approved by the Department of Health and must follow strict procedures and protocols to retain certification. What Happens During the Testing Process?

To start the testing, we will temporarily shut off your water supply. This means you may need to plan in advance so that your testing date does not interfere with any business operations.

After identifying the type of backflow prevention device being tested, we will then check the direction of water flow and proceed to assemble the tester kit. Once the kit is assembled, we will connect the test kit hoses and initiate the testing process.

The results of the test must then be reported to your local DEP or health department. Failure to do so may result in a violation. Though the process is generally a simple one, and may seem like “just another state regulation,” backflow prevention testing is vital to the safety of your water system and should not be ignored.
